The Office of the Prosecutor General has launched a criminal investigation into the war crime under Article 438 of Ukraine's Criminal Code and is overseeing the pre-trial investigation.

At the same time, criminal proceedings have been initiated under Part 3 of Article 367 of the Criminal Code over the possible negligent performance of official duties in the organization and conduct of the event, which resulted in fatalities and other grave consequences. Kravchenko stressed that war does not absolve officials of responsibility for managerial decisions. On the contrary, it requires the highest level of professionalism, caution, and awareness of every decision. "The investigation will determine who decided to hold the event, who approved its location, timing, and format, what security measures were planned, and whether the risks under martial law were properly assessed, Kravchenko said.
