Kravchenko stressed that war does not absolve officials of responsibility for managerial decisions. On the contrary, it requires the highest level of professionalism, caution, and awareness of every decision. "The investigation will determine who decided to hold the event, who approved its location, timing, and format, what security measures were planned, and whether the risks under martial law were properly assessed, Kravchenko said.
