Court Orders RBI to Frame SOP for Mule Bank Accounts in Four Weeks

The Supreme Court, led by Chief Justice Surya Kant, ordered the Reserve Bank of India to frame a standard operating procedure within four weeks for handling mule bank accounts used to launder cyber fraud proceeds.
The court also directed all states to operationalize grievance redressal and money restoration systems, adopt the e-Zero FIR mechanism nationwide, and asked the Centre to examine a shared liability and victim compensation framework. Complaints on the National Cyber Crime Reporting Portal fell from 123,672 in 2024 to 58,249 in 2025 and 16,377 by June 30 this year. Over 36,000 cases have been investigated, with more than ₹18 crore restored to victims. The court also considered a proposal for a 'kill switch' on messaging platforms to terminate unusually long video calls, directing MeitY, DoT, and I4C to study its feasibility.
