German Police Probe Empty Letters In Suspected Fraud

The police inspection in Kusel reported that the mailings had no sender and no postage stamp. Because no postage was paid, the letters could not be delivered and were held at the postal distribution center. Some recipients picked up the letters there after paying a fee and discovered the envelopes contained only a blank sheet of paper.

Police did not say how many such letters were sent. They are investigating on suspicion of fraud. Who sent the letters and why remained initially unclear. The investigation is ongoing.
