Tinubu Orders Forensic Audit of Payroll System After Ghost Worker Scandal

President Bola Tinubu has ordered a forensic audit of the Integrated Payroll and Personnel Information System (IPPIS) and all Ministries, Departments and Agencies (MD As) following a scandal involving fake agencies and ghost workers. The directive follows a resolution by the Federal Executive Council on 19 August 2026, which came in response to findings by the Independent Corrupt Practices and Other Related Offences Commission (ICPC). The anti-corruption body uncovered the existence of "fake agencies", ghost workers, and other control failures within the government's payroll and personnel systems. The audit is aimed at identifying and eliminating fraudulent entries in the government payroll, which have been used to divert public funds.
