Permit Applications and Related Procedures Will Be Processed Through This System in Türkiye

Turkey's Ministry of Trade has introduced new regulations for the car rental sector, including age and mileage limits on vehicles available for hire. Under the new rules, cars older than six years can no longer be rented out. Vehicles with more than 180,000 kilometers on the odometer, as well as electric vehicles exceeding 300,000 kilometers, will also be barred from rental fleets.

Additionally, cars that have not undergone periodic maintenance on time or that carry a record of severe damage will be prohibited from being rented. The ministry is also making it mandatory for car rental businesses to obtain an operating permit. To qualify for the permit, businesses must be registered with their professional chamber, hold tax liability status, and ensure their workplace is not used for residential purposes or for professional or commercial activities other than those specified in the regulations.

In a statement, the ministry said business managers must have at least a primary school education, must not have been convicted of certain crimes, and must hold a 'level 4' vocational qualification certificate approved by the Vocational Qualifications Institution. Furthermore, a Motor Vehicle Rental Information System will be established by January 1, 2027, to track and control rental activities and the vehicles subject to rental. Permit applications and related procedures will be processed through this system.
