Turkey Sets New Capacity, Capital Rules for Licensed Grain Warehouse Operators in Türkiye

Turkey's Trade Ministry has published new regulations in the Official Gazette setting minimum capacity and paid-in capital requirements for licensed warehouse operators handling grains, pulses, and oilseeds. The rules are now in effect. Under the new rules, each warehouse at the headquarters and branches of licensed storage facilities must have a minimum capacity of 35,000 tons.

The ministry also set minimum paid-in capital requirements: 20 million lira for facilities with capacity up to 35,000 tons, 30 million lira for those between 35,001 and 70,000 tons, and 40 million lira for capacities between 70,001 and 110,000 tons. An additional 5 million lira in paid-in capital will be required for every 30,000 tons exceeding 110,000 tons. Operators falling below the minimum capital threshold must raise their capital by December 31, 2028. Businesses that received establishment, branch opening, or capacity increase permits from the ministry before the regulation will also be granted until that date to comply.
