Australia's NDIS Faces Organized Crime Infiltration Concerns Within Two Years of National Rollout

The National Disability Insurance Scheme (NDIS) was introduced in 2012 under Prime Minister Julia Gillard. The program provided direct funding to individuals with disabilities, allowing them to choose how to spend the money on their own support. Pilot programs began in 2013, and the scheme was rolled out region by region until it became universal in 2020. However, the program grew much more quickly than expected, leading to significant cost overruns and vulnerability to fraud.

Within two years of going nationwide, concerns emerged that organized crime had heavily infiltrated the system. In 2022, an investigation by Nine newspapers alleged that members of the Hamzy and Alameddine crime groups in Sydney and other organized criminal gangs had been siphoning billions of dollars through fraudulent claims. The term "rorting" refers to systemic fraud or abuse of the system. This development raised serious questions about the program's oversight and sustainability.
