HL Mando Accused of Faking Safety Minutes After Worker's Machinery Death in South Korea

The company allegedly drafted minutes for a second-quarter industrial safety and health committee meeting that never took place and submitted them to the Ministry of Employment and Labor's Pyeongtaek office earlier this month. The committee, composed of worker and employer representatives, is legally required to meet quarterly to deliberate on workplace safety matters. A Korea Metal Workers' Union official said the company had a practice of merely collecting union signatures to create meeting records, which it then presented as evidence of diligent safety management.

The fabricated minutes claimed the company had supplemented its lockout/tagout (LOTO) procedures to prevent unexpected machine activation. The victim, identified as Kim Seung-mo, was an employee of a subcontractor.
