With the score level at 0-0 after 90 minutes, Gangwon coach Chung Kyung-ho planned to make two substitutions before extra time began.
However, the fourth official refused, claiming only one change was allowed. The misunderstanding stemmed from the officials' failure to grasp the regulations: while only one substitution window is permitted during extra time, unused substitutions from regular time can be made before the extra period starts. Chung had used just three substitutes in regulation, leaving two available, plus one additional for extra time, meaning he could have brought on three players.
He expressed frustration, saying, It is embarrassing that the referees do not know the rules in Asia's top club competition. The club must have prepared enormously for this one match, and falling to the second tier of the Champions League will also cause financial losses.
