Trump Also Announced That the Peace Council Reached an Agreement With Hamas and Other Armed Groups in Gaza on Disarmament

Israeli Prime Minister Benjamin Netanyahu has reportedly told Jared Kushner, son-in-law and adviser to U.S. President Donald Trump, that he is ready to give a 15-point plan for Gaza a chance, according to Israeli media. The report, citing an Israeli source and aired by Channel 12's U.S. correspondent Barak Ravid, said Netanyahu spoke with Kushner by phone last week. During the call, Netanyahu reportedly said he does not believe Hamas will lay down its arms but is willing to give the plan a chance, pledging to reduce attacks on Gaza and keep Israeli forces from advancing west of the Yellow Line.

The plan's backers, the Gaza Peace Council, have asked Israel to give the plan a chance, maintain its current position on the Yellow Line, and refrain from firing beyond the line unless soldiers face a direct threat. However, Netanyahu said on Monday that Israel has not accepted the 15-point plan and will not withdraw from Gaza until Hamas is fully disarmed, while noting that talks with the U.S. are ongoing. Nikolay Mladenov, high representative of the Gaza Peace Council, said Hamas has accepted a detailed roadmap for implementing the second phase of the ceasefire agreement.

Trump also announced that the Peace Council reached an agreement with Hamas and other armed groups in Gaza on disarmament. Hamas said it views positively the negotiation process and proposals from mediators to complete the second phase, stressing that Israel must halt attacks and set a timeline for agreed items, with implementation contingent on Israel fully meeting its first-phase obligations. The National Committee of the Gaza Administration said it has completed institutional and operational preparations to take over governance of the Strip. The first phase of the ceasefire in Gaza took effect on October 10, 2025; despite provisions for prisoner exchanges and increased humanitarian aid, Israeli attacks and restrictions on aid entry have continued.
