Ankara's preparation of a Framework Law to end the PKK's armed and organizational presence, Iraq's efforts to liquidate non-state armed groups, and the Colani/al-Shara regime in Syria getting rid of rogue armed groups and commanders that could become problematic later under the guise of "restructuring the army" — all coinciding at the same time can be seen as parts of a single whole: ultimate sovereignty over armed force in the Middle East is returning to the state.
