Turkey Deploys AI to Flag $55M in Risky Public Spending

Turkey's Treasury and Finance Ministry has deployed an artificial intelligence-powered system to track public spending, identifying over 2 billion lira in expenditures carrying inefficiency risk. The AI-supported Accounting and Advanced Analytics Project, developed by the ministry's General Directorate of Public Accounts, monitors where, how, and how much public resources are spent. It analyzes data to flag inefficient or erroneous transactions, going beyond merely tracking completed expenditures.

At the project's core is the Integrated Public Financial Management Information System, which unifies budget, accounting, payment, and reporting processes into a single digital ecosystem. The system currently serves 497 public administrations, 95,000 spending units, 4,000 accounting units, and approximately 400,000 users. Annually, it processes about 150 million accounting records, 3 million salary and wage calculations, 18 million payment order documents, 5.5 million e-signed documents, and 10 million e-invoices.

The project also claims environmental benefits: during the 2025-2026 period, digital financial operations saved roughly 200 million pages of paper use and helped prevent about 5,000 tons of carbon emissions. The initiative won first prize in the artificial intelligence category at the 11th Productivity Project Awards organized by Turkey's Industry and Technology Ministry. Finance Minister Mehmet Şimşek said: Under the Integrated Public Financial Management Information System umbrella, we will further expand AI and advanced analytics technologies. Our goal is to advance a strong public financial management system based on transparency, accountability, efficiency, and sustainability.
