In a statement on the pact, President Recep Tayyip Erdoğan said it "does not target any country and is open to the participation of all brotherly countries aiming for the peace, prosperity, and stability of our region.

The "Mecca Joint Defense Agreement" is seen as a concrete result of Ankara's long-standing principle of "regional ownership. Initial assessments from Ankara highlight that the three major regional military powers have elevated their recent bilateral cooperation into a trilateral defense pact. Egypt also attended recent meetings but has not joined the agreement, which remains open to other regional countries.

The pact's key clause, aimed at strengthening collective deterrence, states that "any armed attack on any of the three states shall be considered an attack on all. Ankara says these elements confirm joint defense, legitimate self-defense, and mutual security commitments under Article 51 of the UN Charter, a point Erdoğan also affirmed. Collective deterrence and the "attack on one is an attack on all" principle are core tenets of NATO, which Turkey joined in 1952. Turkish sources said "Turkey's NATO membership and regional partnerships are not alternatives but complementary structures that share the security burden, adding that Turkey continues its NATO missions and dialogue with allies at the highest level.

The Presidency's Directorate of Communications' Center for Countering Disinformation echoed this, stating the pact "does not conflict with Turkey's existing international alliance commitments, including NATO; rather, it is a complementary cooperation mechanism supporting regional security. Turkey's development of regional partnerships is not an alternative to NATO membership. According to Turkish officials, the Mecca pact is a defense-focused cooperation that targets no third country and aims to strengthen commitments to regional and global peace, stability, and prosperity.

Ankara's message is seen as implicitly referring to Israel, with which Turkey has growing tensions over the Gaza war. Turkish sources stressed the pact is "not an aggressive military front, containment attempt, or attack planning but a step contributing to regional stability and a terror-free zone. They also noted it aims to develop defense industry cooperation and military interoperability.

On regional impacts, Turkish sources said Turkey signed to "diversify cooperation options in a changing and complex international security environment, calling the pact "historic in every sense for the region and the Islamic world" and noting "the regional security architecture is being redesigned, though they did not elaborate on its foundations. They also emphasized the pact will not drag Turkey into other conflicts.
