Şimşek noted that the share of items covered by the Savings Circular — including public vehicles, buildings, communication, travel, energy, water, stationery and fixtures, excluding defense — fell to 2.9% of the budget by end-2025, down from 4.6% in the decade before the circular. He said re-rented vehicles after contract renewals in 2025 were cut by 21%.
