A senior Israeli political official told Channel 14, "Israel has already told the Washington administration that the 15-point document prepared by Israel, Egypt, and Hamas is unacceptable to us and has presented its reservations. The official said the only matter approved by the Security Cabinet was the immunity granted to a "limited number of Moroccan and Ugandan soldiers" within the International Stability Force expected to deploy in the Gaza Strip, adding, "We informed the Washington side that we will not withdraw from the current Yellow Line and will continue to eliminate all threats to our forces and citizens. The report noted broad consensus in the Israeli cabinet against accepting the roadmap for the second phase in its current form, with ministers from Likud, Religious Zionism, and Jewish Power parties, along with Prime Minister Benjamin Netanyahu, opposing the plan.

Gaza Peace Council High Representative Nikolay Mladenov had announced that Hamas accepted a detailed roadmap for implementing the second phase, and U.S. President Donald Trump had said the Peace Council reached an agreement with Hamas and other armed groups in Gaza on disarmament. Hamas had stated it views the negotiation process and proposals from mediators to complete the second phase positively, stressing that Israel's halt of attacks and a timeline for agreed items are essential, and that implementation of the second phase depends on Israel fully fulfilling its first-phase obligations. The National Committee for Gaza Administration had announced it completed institutional and operational preparations to take over governance of the Strip. The first phase of the ceasefire took effect on October 10, 2025, but Israeli attacks and restrictions on aid entry continued despite the deal covering a truce, prisoner exchange, and increased humanitarian aid.
