FIFA's Secret Plan for Super League Revealed in Leaked Term Sheet

A leaked term sheet from October 2020 reveals FIFA's secret involvement in a proposed Super League, including plans to sideline member associations and grant FIFA special governance rights.

The document, seen by the Guardian, proposed renaming the competition under FIFA's branding and outlined a partnership of at least 12 years. FIFA was prepared to sideline its member associations in pushing plans to reduce international windows and would have received special governance rights via a golden share. The document shows FIFA staff were involved in the project, with Infantino fully aware of its progression.

The league would have had 15 permanent members and five qualifying clubs, plus a women's equivalent. The term sheet refers to FIFA as "WO1" and states the Super League was open to naming the competition WO1 SL. After the scheme was publicly launched in April 2021 without FIFA's direct involvement and later scrapped following protests, Infantino publicly disapproved of the Super League at UEFA's congress in Montreux. The document casts doubt on Infantino's assertion that he had no wish to work against football's institutions, especially after his separate Football Forward Enterprise scheme.
