U.S. Issues Most Severe Travel Warning for Libya, Urges Citizens to Prepare Wills and DNA Samples

The U.S. State Department has issued its most severe travel warning for Libya, urging citizens planning to visit the country to prepare a will and leave DNA samples before departure. The Level 4 "Do Not Travel" advisory, the highest level, was updated amid widespread terrorism, kidnapping, civil unrest, and landmine risks in the country. The advisory explicitly instructs travelers to "prepare your will and post-death instructions" and "leave DNA samples with your healthcare provider, as family identification may be required, underscoring the severity of the danger.

The State Department also noted that there is no active U.S. embassy in Libya, meaning government support would be unavailable in an emergency. Travelers are advised to make a personal emergency evacuation plan that does not rely on the U.S. government. The advisory also recommends establishing a "proof of life protocol with families in case of hostage-taking and working with professional security companies. Additionally, it warns people to stay away from roadsides and trails due to unmarked landmines and unexploded ordnance.
