The incident occurred in the Bereznyaki neighborhood of the Dnipro district in the capital, amid the ongoing war with Russia. Ukrainian media reported that two of the three injured GUR members are in serious condition. Security forces cordoned off the area and launched an investigation.
According to reports, the clash followed developments related to Stepan Kaplunov, deputy commander of the Russian Volunteer Corps fighting on the Ukrainian side. Kaplunov was allegedly taken from the courtyard of his home in Kyiv on September 1 by unidentified individuals. Corps representatives described the incident as a kidnapping, and Kaplunov's lawyers brought the matter to the Ukrainian State Bureau of Investigation.
Gunshots were heard in the Bereznyaki area the next day. The GUR claimed that SBU personnel opened fire on unarmed military intelligence officers. The SBU, however, gave a different account, announcing that together with the GUR, they had foiled an attack allegedly prepared by Russia's Federal Security Service (FSB).
The SBU claimed the target was a leader of one of the Russian opposition political and national movements arriving in Ukraine. Ukraine's Prosecutor General's Office stated that SBU personnel came under armed attack by a unit within the Ukrainian Defense Forces during an investigation. Who fired the first shot and under what circumstances the parties confronted each other will become clear after the investigation concludes.
The rival accounts from the two agencies have drawn attention amid the ongoing conflict with Russia. The incident highlights internal tensions within Ukraine's security apparatus during wartime.
