Officer Cleared of Murder in Kaba Case Will Not Face Misconduct Proceedings

Blake shot 24-year-old Kaba after he tried to ram his way past police cars and was cleared of murder in a 2024 trial. The IOPC said a decision in January paused proceedings until a law change on the use of force in misconduct cases was introduced. In June, the test changed from civil to criminal law, meaning actions that did not amount to a crime should not amount to misconduct.

Commissioner Sir Mark Rowley said the decision ends "almost four years of uncertainty" for Blake, referred to by his cypher NX121, and acknowledged the "profound impact" on Kaba's family. Rowley added that the decision "must be a milestone moment" to reset the police accountability system.
