AK Party Has Finalized a 12-Article Framework Bill to Underpin the New Resolution Process, Dubbed "Terror-free Turkey" by the Government

The bill, titled Law Proposal on Strengthening National Solidarity and Social Integration, will be submitted to Parliament on Wednesday, with passage targeted by August 11. It offers incentives for PKK members who surrender, including suspended sentences and potential lifting of political bans after three clean years, subject to a new oversight board. The bill excludes those convicted of aggravated murder or sexual assault, and blocks PKK leader Abdullah Öcalan from benefiting. Applications must be filed within six months of enactment, and a new Evaluation and Coordination Board, chaired by the vice president, will oversee implementation.
