We Expect a Clear and Official Response From Nickolay Mladenov and Our Mediator Brothers Regarding the Agreed

Hamas said it remains committed to the agreement on implementing the second phase of the Gaza ceasefire and awaits an official response from Nickolay Mladenov, the High Representative of the Gaza Peace Council. In a statement on its Telegram account, an unnamed official said the movement and Palestinian factions are bound by the consensus on the second phase, including all parties' obligations. The statement followed the Peace Council's conditioning of Israel's full withdrawal from Gaza on the handover of heavy and light weapons. Article 8 of the council's July 31 document said the process of eliminating heavy weapons, military production facilities, arms depots, and tunnels would begin after completing remaining obligations under the Sharm el-Sheikh Protocol, the Gaza Administration National Committee's assumption of duties, and the deployment of an International Stability Force. Article 9 said individual weapons in Gaza would be subject to relevant Palestinian laws.

Mladenov had announced that Hamas accepted a detailed roadmap for implementing the second phase. US President Donald Trump said the Peace Council reached an agreement with Hamas and other armed groups on disarmament. Hamas said it, along with Palestinian factions, views positively the proposals presented by mediators to complete the second phase.

The movement stressed that Israel halting attacks and setting a timeline for agreed points are essential conditions, and that implementing the second phase depends on Israel fully fulfilling its first-phase obligations. The Gaza Administration National Committee said it completed institutional and operational preparations to take over governance. The first phase of the ceasefire took effect on October 10, 2025. Despite the agreement providing for a truce, prisoner exchanges, and increased humanitarian aid, Israeli attacks and restrictions on aid entry continued.
