List Details Violations Across Several Locations In South Korea

A Daily NK source in North Hamgyong Province said on Aug. 27 that anonymous notes containing fake tips or ridicule have frequently turned up in tip boxes at security officers' offices in some neighborhoods of Hoeryong, prompting officers to hold residents' meetings to address the issue. North Korea enacted the "Mass Reporting Law" in April 2019 and has since strengthened its reporting system through several revisions.

Tip boxes have reportedly been installed at security officers' offices in parts of Hoeryong since around 2020, allowing not only secret collaborators but also ordinary residents to report unusual activity or suspicious signs in their neighborhoods. Only the responsible security officer is supposed to see the notes placed in the boxes. Recently, however, anonymous notes containing false reports and outright mockery of the officers have become a growing problem.

On the evening of Aug. 20, a residents' meeting was held in one Hoeryong neighborhood to discuss the issue.
