Party Officials Continued Talks With Opposition Groups Until the Last Moment to Secure Signatures From All Party Groups Except the İYİ Party

The proposal, covering only the PKK in its "dissolved" state and its umbrella organization KCK, does not allow for general or special amnesty or person-specific status. Steps for PKK militants who lay down arms will only begin after a National Security Council (MGK) decision confirming the organization's dissolution and that it no longer poses a threat to the Turkish state is published in the Official Gazette. Nearly all AK Party deputies signed the proposal, as did MHP leader Devlet Bahçeli and MHP deputies.
The AK Party plans to submit the proposal with all 276 of its deputies' signatures to the parliament speaker's office today. If submitted today, it is expected to be discussed in the Justice Commission on Friday. AK Party officials will brief deputies at a closed group meeting today.
Opposition groups other than the İYİ Party are expected not to take obstructive stances even if they do not sign. The İYİ Party held an extraordinary meeting and stated their struggle would continue. The ruling alliance aims to pass the law by August 13 at the latest.
The proposal includes limitations and stages: it only covers the PKK and KCK if dissolved, requires the complete and irreversible surrender of arms as a first condition, and no legal arrangements take effect until this is confirmed. A verification mechanism will operate, with field reports from top military and intelligence institutions evaluated by the MGK. After the MGK decision is published, a 6-month application period begins.
A board chaired by Vice President Cevdet Yılmaz, including representatives from the Justice, Interior, and National Defense Ministries, MIT, and TSK, will manage the process. A Monitoring Commission will also be established in parliament. The proposal avoids general or special amnesty and person-specific status, and does not include sentence reductions or special execution arrangements for those who ordered attacks or killed security forces.
Members involved in serious crimes like murder or torture and organization leaders will not benefit from sentence postponement. Estimates suggest around 7,000 PKK members could be covered, including those in Iraq, Syria, Europe, and prisons. After the MGK decision, most of the nearly 3,600 imprisoned PKK members are expected to apply. The proposal's rationale states: The goal of a terror-free Turkey is a strategic state policy based on the peace of our nation, the security of our state, and our common future.
