The move, framed as an efficiency measure, follows the dismantling of USAID and a decision to slash visa processing centers across Africa from nearly 50 to 20. Publicly held federal debt reached $31.3 trillion in April, roughly equal to the size of the U.S. economy, according to the Government Accountability Office, and interest payments exceeded Defense Department funding in fiscal year 2025. Trump's 2026 budget request proposed cutting nondefense discretionary spending by $163 billion, about 23 percent, with Secretary Marco Rubio framing the overhaul as a long-overdue effort to "right-size" a bloated institution. Diplomacy, however, cannot be measured purely by visas processed or passports renewed. Under President Joe Biden, Washington reopened its embassy in the Solomon Islands in January 2023 after a 30-year absence, unveiled new ones in Tonga and Vanuatu, and established diplomatic relations with the Cook Islands and Niue in September 2023 to counter Chinese influence.
Consulates serve as first points of contact for Americans arrested, hospitalized, or caught in disasters, help businesses navigate local markets, and provide Washington with regional intelligence. While closing a few remote missions shifts responsibilities to larger embassies, relationships built through regular contact become harder to sustain remotely, particularly outside capital cities where regional networks matter most. Diplomatic capability is hard to quantify, but its value is often invisible until it is absent.
